    Default

The pic is not too great.

Have you pulled one off to investigate more? Is this a growth on the stem or an insect?

I'm guessing that you have some type of sap sucking bug on there.

If it is in fact a bug I would harvest / cut back heavily (pesto would be on the menu). Then treat the plants with some type of insecticidal soap. If you only have one or two plants go over them and pull off all the adults you see. Smash all the eggs you find. and just watch for more.

    Default looks like scale

that looks like some type of scale to me. Try non detergent soap or neem oil. I keep most of my plants growing strong fast and disease free by using a combo of Myco Blast Mycorrhizae and Soil Bacteria and Kelp.
